To mount the tire to the carrier, rest the inner section of the wheel on the rectangle section. Use a bolt to secure one of the lug nut holes to the rectangle mount and use a second bolt to secure the plate to the rectangle mount, going through the center cap hole. These two bolts will secure the tire to the mount, and in extension, to your RV.
